Seafox / Stan Roberts Development Packet — City Attorney Memo

A City records packet for the Meta site: the City Attorney's document-review memo, the December 5, 2023 City Council Resolution, and the Road Improvements Development Agreement with WURLDWIDE LLC. It shows the public money flowing into the project's roads — and that the City sold the company the land.

What this document shows

  • Up to $5,000,000 in Texas Economic Development (TED) funds allocated for the Stan Roberts / US-54 intersection to support the Meta project.
  • The City agreed to reimburse the company's road-construction costs and to waive impact and permit fees for the work.
  • The City sold the company the roughly 1,039 acres (Contract of Sale, Dec 5, 2023) — public land became the data-center site.
  • Project codename "Seafox"; the counterparty is WURLDWIDE LLC d/b/a Statue LLC, handled through the law firm Winstead PC — the records never say "Meta."
  • Together with the 312 and 380 agreements, this shows the subsidy is much larger than the headline "80% tax break": tax abatement + uncapped tax grant + road money + land sale + fee waivers.
