What this document shows

  • 80% of City property tax handed back for 15 years per phase, for up to 5 phases — with no dollar ceiling on the total.
  • Up to $7.5–9 million reimbursed to the company for Stan Roberts Ave. road work.
  • Nearly all impact, permit, review, and park fees waived; no parkland required for a 1,000+ acre project.
  • Only 50 permanent jobs required — total, not per phase — remote workers count, wage floor about $16.43/hour.
  • No water or power limits anywhere. Utilities are pushed into a separate EPWater "Water and Wastewater Agreement" that is not part of this contract.
  • The City agreed not to pass new taxes or rules aimed at data centers for 35 years, and to fight public-records requests on the company's behalf.
  • Almost nothing is recoverable if the company underdelivers, and the counterparty is a Delaware shell — the contract never says "Meta."
