• Only 50 permanent jobs required — total, not per phase — remote workers count, wage floor about $16.43/hour.
• No water or power limits anywhere. Utilities are pushed into a separate EPWater "Water and Wastewater Agreement" that is not part of this contract.
• The City agreed not to pass new taxes or rules aimed at data centers for 35 years, and to fight public-records requests on the company's behalf.
• Almost nothing is recoverable if the company underdelivers, and the counterparty is a Delaware shell — the contract never says "Meta."
